About

The SC/ST/OBC/Minorities Committee is established to ensure equal opportunities, support, and welfare for students belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Minority communities. The committee works to protect constitutional rights, promote inclusiveness, and provide guidance regarding academic, financial, and social support. To adhere to the guidelines of Government of India and Following the directions issued by UGC and KSKV Kachchh University, the Scheduled Caste /Scheduled Tribes/ Other backward Caste Committee in the Institution is constituted to ensure the continued welfare of the reserved category. The committee also acts as a redressal forum for the students and employees belonging to the SC/ST/OBC category to reach out in case of any grievances that they may face. Objectives of the Committee • To ensure there is no caste-based discrimination in the Institution • To take up measures for achieving the objectives and targets laid down by the Government of India for the SC/ST/OBC students and employees. • Guide the SC/ST/OBC students of the Institute, to optimally utilize the benefits of the schemes offered by the State Governments, Government of India (GOI) and UGC; • Sensitize all the sectors of Teaching/non Teaching staff towards the Constitutional mandate, UGC Guidelines for the Cell and its functioning at TCC. Balat (Member) Functions • Function as a Grievance Redressal Cell for the grievances of SC/ST/OBC students and employees of the Institution and render them necessary help in solving their academic and administrative problems. • To deal with the representations received from Scheduled Castes, Scheduled Tribes and Other Backward Castes candidates regarding their admission, recruitment, promotion and other similar matters in the Institution. • To circulate Government of India orders and Commission’s decisions and to collect information in respect of appointment, training of these communities in teaching and non-teaching posts in the Institution in suitable forms by a stipulated date and take follow up action where required. • To collect reports and information regarding the GOI orders and the various aspects of education, training and employment of Scheduled Castes, Scheduled Tribes and Other Backward Castes candidates ,for evolving new policies or modifying existing policy by the commission. • To Analyse information on admissions, education, training and employment of SC’s and STs, and OBC, and prepare reports and digests for onward transmission to the Ministry of Human Resource Development/ University Grants Commission and such other authorities as may be required. Activities

The SC, ST, OBC, and Minorities Committee in a teacher education institute functions primarily to ensure an inclusive environment, advocate for equal opportunities, and address the specific academic and administrative needs of students and staff from these communities. Key activities and functions of these committees include: Support and Guidance • Grievance Redressal: Functioning as a formal cell to hear and resolve complaints related to any form of discrimination or academic/administrative problems. • Counseling and Mentorship: Offering prompt counseling for emotional emergencies, personal challenges, and providing mentorship to help students manage academic responsibilities and develop self-confidence. • Remedial Coaching: Organizing remedial, tutorial, and preparatory classes to improve academic skills, linguistic proficiency, and general comprehension, bringing students to a level consistent with the rest of the student body. • Career and Skill Development: Providing career guidance, leadership training, and skill development opportunities (e.g., personality development, communication skills) to enhance future employment prospects. Awareness and Compliance • Policy Implementation & Monitoring: Ensuring the institution effectively implements government-mandated reservation policies for admissions, recruitment, and promotions in teaching and non-teaching posts. • Scholarship Awareness: Circulating and providing assistance with applications for various scholarships, grants, and financial aid schemes offered by the University Grants Commission (UGC), central, and state governments. • Sensitization Workshops: Organizing workshops, seminars, and awareness campaigns for all staff and students to foster understanding, empathy, and respect, actively working to prevent caste-based discrimination or social exclusion. Administrative and Liaison Roles • Data Collection: Collecting and analyzing data regarding the admission and employment of SC, ST, OBC, and Minority candidates to evaluate trends and inform future policy decisions by authorities like the Ministry of Education/UGC. • Liaison with Government Bodies: Acting as a point of contact between students/staff and various governmental agencies (like the Backward Class Welfare office) to ensure smooth implementation of welfare schemes. • Reporting: Preparing and transmitting reports on the status of these communities within the institution to relevant government bodies and commissions. These activities collectively aim to create an inclusive, safe, and equitable environment where students from these communities feel valued and supported in achieving their full potential.
